MFH ASSET MANAGEMENT HANDBOOK. This Handbook is partially revised. Specific revisions include:

Chapter 3:

Attachment 3-F is revised for the FY 09 Management Fees Survey Adjustments. These fees will be used for the FY 2010 budget cycle being January 1, 2010.

Chapter 9:

Paragraph 9.16 A, clarifies the definition of evacuees;

Paragraph 9.17 A, clarifies the No. 1 Special Action / Servicing Requirements:

Requirement No. 1 – explains if assistance is received in a lump sum, it will be treated as exempt income for rent calculation. If assistance is regular and on-going, the assistance will be counted as income, regardless of the size of the disaster.

Adds two additional requirements to improve oversight by the Agency in monitoring that tenant’s data is accurate and rent charges are appropriate when a disaster occurs:

     Managers must indicate on the Tenant Certification the appropriate disaster
     code (as provided by RD) for each evacuee housed in the property. Managers
     must include the correct FEMA registration number on the Tenant
     Certification form.

     Servicing Official must conduct a random sampling of evacuee files within
     180 days to review rent charges to all evacuees to ensure borrowers are not
     collecting rent amounts in excess of the tenant’s net tenant contribution.

The Form and FMI are revised to reflect the changes in conjunction with annual fees and making changes to the loss process. Supplies dated prior to the revision date will be disposed of or recycled. This Form and FMI are available on the Rural Development Instructions home page (http://www.rurdev.usda.gov/regs/). No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.
