RURAL DEVELOPMENT POLICY MEETINGS.  This Instruction is completely revised.  The Departmental Office of the Chief Financial Officer (OCFO) updated Departmental Manual 2300-001, “Agriculture Travel Regulation (ATR)”.  This version of the ATR changes the dollar value for obtaining Departmental OCFO authority to conduct events (conferences and training) to those events with a total agency cost in excess of $75,000.  The updated ATR also requires approval from the Assistant Secretary for Departmental Management for events with a cost in excess of $100,000.  This revised ATR also changed some of the information required on the approval request.

The new Departmental rules allow the Under Secretary for Rural Development to approve events costing less than $75,000 and to delegate approval authority for event costing less than $40,000.  We shared this information with all employees via an article in the July 2010 edition of the Operations and Management Newsletter.

The update to this Instruction which codifies these changes to procedures and policies.  This update also has the USEC delegate authority to Administrators to approve events costing less than $40,000 to match authority already delegated to State Directors.
