Chapter 12:

Paragraph 12.3, to require Loan Originator to provide sufficient documentation in the applicant’s case file to justify the existence of health and safety hazards for each repair or to make the dwelling accessible and usable for household members with disabilities.  Also to require that the identified health and safety hazards be separated from loan improvements and other partnership funds.

Appendix 3:

Handbook Letter 18 is revised to explain possible options regarding appraisal values.

Appendix 16, to require (1)  Single Family Housing field staff to contact insurance companies in all circumstances where emergency housing assistance is requested by applicants for repairs that are potentially covered by insurance;   (2)  Require SFH field staff to obtain certification statements from recipients in all circumstances where recipients receive disaster assistance under a presidential disaster declaration.  This certification will indicate that the applicant have not received other benefits for the same purpose as the Rural Development assistance; and (3)  To include documentation requirements to justify the existence of health and safety hazards for each repair or to make the dwelling accessible and usable for household members with disabilities to insure that funds are used for eligible purposes.

Guaranteed Rural Rental Housing Program Origination and Servicing Handbook. 

Chapter 7 and Appendix 2 are partially revised to remove reference to Form HUD 9822, “Physical Inspection Report” and is replace with Form RD 3560-11, “Multi-Family Housing Physical Inspection”.  Form HUD 9822 is now obsolete therefore Lenders will be required to used Form RD 3560-11.
