Chapter 9:

Paragraph 9.13, to add the use of Handbook Letters 304 and 305(3560);

Paragraph 9.14, clarifies the Notification to Recipient process and adds the use of Handbook Letter 304 and 305(3560). This section also clarifies what Borrower Error is and establishes the dollar amount used to pursue unauthorized assistance;

Exhibit 9-1, to add the needs to use Handbook Letters 304 and 305(3560) in the recapture of Unauthorized Assistance;

Paragraph 9.17, to add the reference to “identify unauthorized” to clarify the paragraph;

Paragraph 9.19, to add reference to Handbook Letters 304, 305 and Form RD 3560-65 as methods to recapture unauthorized assistance. Clarifies the dollar amount used to pursue the unauthorized assistance. This also adds reference to the Account Receivable Account used for the unauthorized assistance collection.

I authorize the Agency to release information collected in this tenant certification to appropriate Agencies for income recertification purpose.” Supplies dated prior to the revision date will be disposed of or recycled. The Form and FMI is issued to record and set up a repayment agreement for unauthorized assistance. This Form and FMI are available on the Rural Development Instructions home page (http://www.rurdev.usda.gov/regs/). RURAL BUSINESS AND COOPERATIVE SERVICE GRANT AGREEMENT revised 08-11. Prescribed in RD Instruction 4280-B. The Form and FMI is revised to change the form titled from “Renewable Energy/Energy Efficiency Grant Agreement Renewable Energy Systems and Energy Efficiency Improvement Grant Program” to “Rural Business and Cooperative Service Grant Agreement.” This form will be utilized for energy grant programs, and in the future, be used by all RBS grant programs. A Program Attachment will be attached to the Grant Agreement identifying additional programmatic grant provisions specific to the applicable regulation for the type of grant received.
