RURAL BUSINESS INVESTMENT PROGRAM dated 11-15-12.  This Instruction provides the guidelines within which Rural Development will administer the Rural Business Investment Program, including qualifications for participation, the application and approval process, managing the operations of a Rural Business Investment Company (RBIC’s), recordkeeping, reporting and examination requirements, financing of enterprises by RBICs and determining eligibility of an enterprise for RBIC financing, financial assistance to RBIC’s when applicable, ending operations as an RBIC, and several miscellaneous program provisions.
