RD Instruction 1900-A PART 1900 - General SUBPART A - RACE CLASSIFICATION AND CODING PROCEDURE § 1900.1 Purpose. This Instruction is in accordance with the quidelines of the Title VI of the Civil Rights Act of 1964 for data information collection. The Office of Management and Budget outlines the procedures for identifying and reporting the race and ethnic group classification of individual applicants, borrowers, and families that will be served by Rural Development programs. § 1900.2 Race-/Ethnic Classification. All requests for race or ethnic information, other than those requested on approved Rural Development forms, must be cleared with the Civil Rights Staff and Regulations and Paperwork Management Branch, Support Services Division. If the request for race and ethnic information is not provided voluntarily, a visual observation or surname may be used to identify this information. Also, this information must not be obtained by questioning the applicants, borrowers, or members of families served through associations, organizations, and cooperatives. These five race and two ethnic group categories will be used for reporting based on the race ethnicity of the applicant, borrower, or head of the family: Code ETHNIC GROUP Description A Hispanic or Latino A person of Mexican, Puerto Rican, Cuban Central or South American or other Spanish Culture or origin, regardless of race. Code RACE Description 1 American Indian or A person having origins Alaska Native in any of the original peoples of North and South America, (including Central America) and who maintains tribal affiliation or community attachment. 2 Asian A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian Subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam. 3 Black or African A person having origins American in any of the black racial groups of Africa.
