Transfer and MPR Underwriting Template
RD developed this standardized underwriting Template for Agency underwriters and reviewers to document the terms of proposed MFH transfers and MPR transactions. This tool is used internally to analyze the transaction proposed by the applicant and verify compliance with program requirements, standards and principles. The functions using agency records for the project and information submitted by the applicant and owner. Questions should be directed to the RD Area Office Servicing official for additional clarification and more detailed explanation of Handbook and/or Program NOFA requirements.

Transfer Preliminary Analysis Tool
This tool was developed to allow applicants and borrowers to preliminarily explore how their proposed transfer transaction may be viewed by RD and suggest areas or issues that will need to be more fully developed and explored with the RD Servicer responsible for servicing the project, as the proposal is developed by the buyer, seller, other funding sources and participants who will be involved with the transaction. It is NOT, a complete analysis and is intended to open up communications among all of the parties to gain a better understanding of the respective RD program requirements and conditions that must be met during the formal review and approval process. Full underwriting will comply with RD Handbooks and other guidance that may be issued.

MPR Preliminary Analysis Tool
This tool was developed to allow applicants to preliminarily explore how their proposed MPR transaction may be impacted with the tools that RD may offer thru the MPR NOFA, and to then suggest areas or issues that need to be more fully developed and explored as the proposal is developed under the NOFA. The property owner and the buyer, seller, other funding sources and participants who will be involved with the transaction may find the results beneficial in suggesting the tools early on that may ultimately be made available if the project is selected for participation in the MPR program. It is NOT, a complete analysis and is intended to allow potential MPR applicants to consider the impact of the various types of tools described in the NOFA may have on the transaction they are seeking.

New Construction Underwriting Template
This standardized underwriting Template was developed for Agency underwriters and reviewers to document the terms of proposed New Construction RRH and FLH transactions after selection under the respective NOFA. This tool is used internally to analyze the transaction proposed by the applicant and verify compliance with program requirements, NOFA standards and principles. The functions use agency records for analyzing the proposed project costs and operations in conjunction with the information submitted by the applicant as part of the formal application. Questions should be directed to the RD Area Office loan official for additional clarification and more detailed explanation of Handbook and/or Program and NOFA requirements.

Guidance on the CNA Process - 2010 Unnumbered Letter
This Unnumbered Letter (UL) is to provide guidance on
the Rural Development Capital Needs Assessment (CNA) process. This
guidance is comprised of nine main sections: 1) References to CNA in 7
CFR Part 3560 and the Handbooks; 2) Contract Addendum, 3) Requirements
and Statement of Work for a CNA; 4) The CNA Review Process; 5) Revising
a CNA; 6) Guidance for the MFH Property Owner Regarding Contracting for
a CNA, 7) Updating a CNA; 8) Incorporating a Property's Rehabilitation
into the CNA; and 9) Repair and Replacement Schedule. There are nine
attachments to this UL, Attachments A, B, C, D, E, F, G, H, and I.
