MICHAEL V. JASPERS
STATE DIRECTOR - SOUTH DAKOTA

Michael V. Jaspers was named State Director of the USDA Rural Development in South Dakota by the Bush Administration on March 18, 2007.  In this capacity, he coordinates the efforts of 82 employees to work with others to ensure use of resources and 40 + programs are serving rural South Dakota residents.  Through his leadership, communities and rural residents will have the opportunity to develop and grow while also improving their quality of life. 

Jaspers has a strong background in agriculture and served in state government.  For over twenty years he owned/operated a corn, soybean, alfalfa, and cattle production operation near Sioux Falls, which he continues to oversee.  In addition, he spent seven years in agricultural retail management.  While serving four terms in the South Dakota State Legislature from 1997-2004, he was elected House Majority Whip for four years and served in several capacities including on the National Conference of State Legislators’ Federal Fiscal Policy Committee and the Governor’s Task Force on Agricultural Land Valuation.

Jaspers is a member of the South Dakota Agri-Business Association, the South Dakota Corn Growers Association and South Dakota Ag and Rural Leadership, Class IV.  He is also a past classroom volunteer with Junior Achievement.

Jasper holds a Bachelor of Science degree in Mechanized Agriculture from South Dakota State University and graduated from Roslyn High School where he served as President of the SD State Future Farmers of America (FFA) Organization.

Mike and his wife, Robin, live in Sioux Falls with their children, Ellie and Alex.

Rural Development is committed to helping improve the economy and quality of life in all of rural America by providing financial programs to support essential public facilities and services as water and sewer systems, housing, health clinics, emergency service facilities and electric and telephone service.  In Fiscal Year 2006, with the cooperation of its partners, USDA Rural Development administered over $221 million in program funding benefiting South Dakota.  Program highlights include 1,755 jobs created and 533 saved with the utilization of $56.7 million utilized in the rural business and cooperative program area; serving 1,837 families with the utilization of $127.1 million in the rural housing program area; and 5,511 new water users and 41 community facilities have been helped with the investment of $35.5 million from the community programs area.  In addition, $1.3 million was invested in the Oglala Oyate Woitancan Empowerment Zone located on the Pine Ridge Indian Reservation.
