USDA Rural Development home ownership programs ensure that all Americans living in rural areas have access to affordable, well-built homes. A good home is more than just a roof overhead. Homes are the cornerstone of our communities. They help families achieve economic stability and build savings over time that can help finance things like higher education and retirement.

Loan guarantees enable private lenders to extend affordable terms to more eligible buyers. Loan guarantees are also available to developers building, buying or repairing multi-family apartment complexes.

Direct loans and grants help eligible families buy, build or repair modest homes in rural areas with populations less than 20,000.

Eligibility for Rural Development homeownership and home repair programs is based on family income and varies by county. Contact your local Rural Development office staff for help calculating your family income and applying that number to the limits for your county. A chart of income limits for Tennessee counties may be downloaded from the links to the left.

Programs

Home Loan Guarantees
Works with private lenders to help eligible families buy, build and in some cases refinance homes with loans up to 100% of market value. In FY-08 we worked with 435 private lenders to help make owning a home affordable for 3,000 families and individuals in Tennessee. Ask your lender if they participate in our home-loan guarantee program.

Direct Home Loans
Helps eligible families achieve homeownership through low interest home loans originated and serviced by USDA Rural Development. In FY-08 our staff brought owning a home within reach through affordable mortgages for 1,500 families and individuals in Tennessee. Contact your local Rural Development office for more information and to find out if you qualify. A list of offices in Tennessee is located in the column to the right.

Home Repair Loans and Grants
Assists eligible homeowners with needed repairs and can be used to improve accessibility. Grants are designated for elderly or disabled homeowners to improve living conditions and accessibility. In FY-08 our staff helped 150 families make needed home improvements in Tennessee. Contact your local Rural Development office for more information and to find out if you qualify. Multi-Family Housing
Provides financing incentives for private lenders to work with developers building or buying affordable rental housing developments in rural communities. Grants are also available to fund rehabilitation of rural rental housing financed through Rural Development. In FY-08 our staff helped private lenders and developers work together to provide 420 new or refurbished rental units in Tennessee. Notice of Funding Availability

Rural Rental Assistance
Provides financial assistance to eligible renters in multi-family rental housing as a first step toward financial stability and homeownership. In FY-08 we began transitioning to renter-based vouchers, helping 10,000 Tennessee families and individuals obtain safe, affordable apartments. Ask your apartment complex manager if you might be eligible for assistance.
