USDA Rural Development maintains ties with communities that crafted a strategic plan and were designated as Champion Communities. Champion Communities are communities that were designated neither as an Empowerment Zone nor as an Enterprise Community. Champion Communities receive assistance as a response to specific requests for funding and technical assistance.
