Solid Waste Management Grants
ELIGIBLE PURPOSES
Rural Development can grant funds to identify and evaluate solutions to solid waste problems on a regional basis in rural areas relating to collection, treatment and disposal. This includes evaluating current landfill conditions to determine threats to water resources, providing technical assistance and/or training: 1) to enhance operator skills in the maintenance and operation of active landfills, 2) to help communities reduce the solid waste stream, or 3) for operators of landfills which are closed (or which will be closed) with the development/implementation of closure plans, future land use plans, safety and maintenance planning and closure scheduling.
INELIGIBLE PURPOSES
Grant funds may not be used to pay for capital assets, purchase real estate or vehicles, improve or renovate office space, pay for construction or operation and maintenance costs, recruit applications for loan and grant programs, duplicate current services, or to fund political activities.
ELIGIBLE APPLICANTS
Non-profit corporations that have been granted tax exempt status by the IRS and public bodies including local governmental based multi-jurisdictional organizations. The applicant must have the legal authority to carry out the purposes of the proposed grant.
APPLICATIONS
1. Standard Form 424.1, "Application for Federal Assistance (for non-construction)."
2. Evidence of legal existence and authority in the form
of certified copies of organizational
documents and a certified list of directors and officers
with their respective terms.
3. Evidence of tax exempt status from the Internal Revenue Service (IRS).
4. A brief narrative which includes items such as the
proposed service(s) to be provided and
benefits, geographic area to be served and name
of association(s) that will be served,
the median household income of the population to be served,
the grantee’s experience (including
experience of key staff members), the duration of the
project and estimated time from grant approval to
beginning of service, method used to select association(s)
that will receive the service, brief description of how service will be
provided and the method that will be used for delivery
of the service.
5. Current financial data such as a balance sheet, income statement and audit report.
6. Estimate breakdown of costs to be funded by the proposed grant as well as other sources.
7. Budget and accounting system in place or proposed.
8. The evaluation method to determine if the objective(s)
of the proposed activity is being accomplished.
ELIGIBLE AREAS
Rural countryside and rural communities of up to 10,000 population. This could include a regional multi-jurisdictional area.
