Program Details

Eligibility:

Applicants are public bodies (city, township, county or special district), Indian Tribes, cooperatives, or other non-profit organizations. Applicants must be unable to borrow money elsewhere at reasonable rates and terms to make the project affordable. Service area must be under 10,000 in population. Grants may be available if the median household income of the borrower is at or below $46,632 (per 2000 Federal Census), and if needed to reduce annual costs of the system to what similar communities are paying.

Funding:

Applications are scored on a priority point system based upon population, median household incomes, and if health and safety needs are being met by the proposal.

Terms:

Loan term is up to 40 years. Security is usually a revenue or special assessment bond. Repayment is by user fees or special assessments.

Interest:

Dependant on the median household income of the borrower. The lowest current interest rate is 4.25%.
