" " WYOMING SUPPLEMENT TO RUS BULLETINS 1794A - 600, 601, AND 602

This supplement has been developed to provide applicants/engineers in Wyoming with names and addresses of Federal and Wyoming State Agencies to contact for information to be included in Environmental Reports for financing through RUP.

" " WATER AND WASTE DISPOSAL DIRECT AND GUARANTEED LOANS

The purpose of the loan program is to develop water and waste disposal (includes solid waste disposal and storm drainage) systems in rural areas and towns with a population not in excess of 10,000. The funds are available to public entities such as municipalities, counties, special-purpose districts, Indian tribes, and Corporations not operated for profit. Rural Utilities Programs (RUP) also guarantees water and waste disposal loans made by banks and other eligible lenders.

" " WATER AND WASTE DISPOSAL GRANTS

The purpose of the grant program is to reduce water and waste disposal costs to a reasonable level for rural users. Grants may be made up to 75% of eligible project costs in some cases. The same types of applicants are eligible for a grant as for a loan.

" " DISTANCE LEARNING AND TELEMEDICINE LOAN AND GRANT PROGRAM

The purpose of these loans and grants is to encourage and improve telemedicine services and distance learning services in rural areas through the use of telecommunications, computer networks, and related advanced technologies by students, teachers, medical professionals, and rural residents.

" "COMMUNITY FACILITIES: DIRECT AND GUARANTEED LOANS AND GRANTS

Community Facility loan programs are for constructing, enlarging, or otherwise improving community facilities providing essential services in rural areas and towns with a population of 20,000 or less. The funds are available to public entities such as municipalities, counties, special-purpose districts, Indian tribes, and corporations not operated for profit. Rural Business Programs (RBP) also guarantees community facility loans made by banks or other lenders.

Community Facility grants are to assist in the development of essential community facilities in rural areas. The Agency will authorize grant funds on a graduated basis. Eligible applicants located in small communities with low populations and low median household incomes may receive a higher percentage of grant funds.

" " CONSTRUCTION DOCUMENTS FOR WATER & WASTEWATER PROJECTS

The following Rural Utilities Programs (RUP) Construction Documents are available for download and use by engineers and others. These documents are to be used in conjunction with Engineers Joint Contract Documents Committee (EJCDC) documents for water & wastewater projects receiving RUS funding.  These are the E-500 Standard Form of Agreement Between Owner and Engineer for Professional Services (2008), C-520 Suggested Form of Agreement between Owner and Contractor for Construction Contract (2007), and the 2007 C-700 Standard General Conditions of the Construction Contract (2007).  These documents are in Microsoft Word (.doc) format. If Word fails to open when selecting the documents, click on Save File and place the document in your Word directory to open and convert it.
